JogOn – Safer Bradford
A model for tackling harassment of female runners through local partnership and police action
Launched by the Safer Bradford Community Safety Partnership in 2024, the JogOn campaign aims to stamp out the harassment faced by female runners and joggers in Bradford (UK). The initiative particularly encourages victims and witnesses to report incidents, aiming to create a safer environment for women engaging in outdoor physical activities.
What you should know:
JogOn is a strong example of cross-sector collaboration. Bradford Council, West Yorkshire Police, and community groups coordinated efforts to make public space safer — showing how aligned local leadership can mobilize action and support safer environments.
Police visibility and public action reinforce each other: Over 1,000 residents have completed Active Bystander training to help them step in safely when witnessing harassment. Alongside this, police have issued citations under Public Space Protection Orders and actively engaged with local running events, making enforcement more visible and preventative. While these measures demonstrate active intervention, longer-term impact depends on continued reporting and sustained community engagement.
Reporting is central — and encouraged through trust: Officers built relationships at Parkruns and with clubs, encouraging people to come forward. The initiative highlights how reporting can be strengthened through presence, dialogue, and follow-through — key takeaways for any city or campaign seeking to improve incident reporting.
Replicable and scalable: With several UK police forces reportedly exploring or considering similar approaches, JogOn presents a model that may be adapted by other cities looking to address harassment in public exercise spaces.
Expanding beyond running: The campaign has also encouraged women in other sports to share their experiences, creating opportunities for broader discussion and potential action around safety in outdoor physical activity
